Can't the district simply use general funds to support building upgrades?

Legally, the answer is yes, but the reality is that Michigan school funding does not provide the financial resources needed for the general fund to pay for building upgrades. Michigan school funding is regulated by the 1993 "Proposal A" passed by the legislature and signed by the Governor. 

Proposal A funds the general fund. At Rockford Public Schools, currently 80% of the general fund goes to fund people and 20% of the general fund goes towards the rest of the everyday operations (supplies, utilities, fuel for buses, etc).

Proposal A took away taxpayers' ability to vote to increase their taxes to put money in their schools' general fund for operations. Instead, districts in Michigan have the ability to ask voters to approve bonds. Proceeds from those bonds are used to pay for building upgrades. 

Using general fund resources towards capital projects reduces the resources to compensate teachers and support classrooms.
