VISION & MISSION
VISION
Rockford Public Schools is committed to fostering a rigorous, cohesive learning environment that challenges and supports each student, equipping them for success now and in the future.
MISSION
Rockford Public Schools will be a community of educational excellence, where students are challenged to think critically, act compassionately, and succeed boldly.
RAMS XII
Follow the link below to go to RAMS XII, our Rockford Action Model for Success.
WHAT WE VALUE
WHAT WE VALUE

THINK CRITICALLY
Thinking critically means using your brain to carefully think about things before making a decision. It's like being a detective—asking questions, looking for clues, and making sure the answer makes sense. Instead of just believing everything you hear or see, you stop and think, 'Is this true? Does this make sense? What other ideas could there be? It's about being smart, asking good questions, and not just accepting things at face value.
ACT COMPASSIONATELY
Acting compassionately means being kind and caring to others no matter where you are—whether at school, at home, or in the world. Compassion can be shown through small things, like listening to others, being patient, or saying something nice. In the world, compassion means treating everyone with care, respect, and love, even if they are different from you.
SUCCEED BOLDLY
Succeeding boldly means going after your goals with confidence and not being afraid to try, even if things seem hard or new. It’s about believing in yourself and pushing through challenges, even when you might feel scared or unsure. When you succeed boldly, you take chances, ask questions, and keep trying, even if you make mistakes along the way. It’s about being brave and proud of your efforts, knowing that trying your hardest and learning from what doesn’t work is part of success. So, reach for your dreams, take steps forward, and never give up!"

ATTENDANCE
ATTENDANCE
According to general school laws of the State of Michigan, parents or legal guardians of children between the ages of 6 and 16 years are required to see that their child is in regular attendance. Striving for 5 absences or less a year is the goal of RPS and Kent County.
Encourage your child to attend school every day unless he/she is ill. When a child is absent from school, please call the school office by 9:00 am. This call-in policy is imperative to the safety of our children.
When a student's absence is known ahead of time, as in the case of an out-of-town trip, please make arrangements with the teacher and let the office know.
Office attendance line phone numbers for each school can be found at www.rockfordschools.org.
Students are dismissed during school hours only for emergencies and only to the custody of the parents/guardians. (Unless a note indicating otherwise is received.) When possible, please arrange doctor and dentist appointments during non-school hours. Please sign your child in and out at the school office.
PARENT RESPONSIBILITIES
PARENT RESPONSIBILITIES
Please keep your PowerSchool profile information up to date. This information includes:
- Address
- Telephone number
- Place of employment and telephone number
- Doctor's name

Send a note or call the office when:
- You are taking an extended trip.
- You are picking your child up after school.
- Your child has a dental and/or doctor's appointment.
- You are giving permission to stay for an activity.
- Any situation exists that might cause anxiety for your child.

DRESS CODE
DRESS CODE
The Board of Education recognizes that each student's mode of dress and grooming is a manifestation of personal style and individual preference. The Board will not interfere with the right of students and their parents to make decisions regarding their appearance, except when their choices interfere with the educational program of the District.
Accordingly, the Superintendent shall establish such grooming guidelines as are necessary to promote discipline, maintain order, secure the safety of students, and provide a healthy environment conducive to academic purposes. Such guidelines shall prohibit student dress or grooming practices which:
- Present a hazard to the health or safety of the student or others in the school;
- Interfere with school work, create disorder, or disrupt the educational program;
- Cause excessive wear or damage to District property;
- Prevent the student from achieving educational objectives because of blocked vision or restricted movement.
BOOKS AND SUPPLIES
BOOKS AND SUPPLIES

CAFETERIA
CAFETERIA
The school offers a breakfast and hot lunch program. Individual daily lunches, which include a choice of entree, fruit, vegetable, and milk, are offered. Daily lunch menus can be found on the Food Services District website. Children allergic to milk must have a note from the doctor stating the need for juice.
Milk is available for purchase for children who bring lunches from home. Soda or energy drinks are not recommended.
FOOD ALLERGIES
FOOD ALLERGIES
The Board believes all students, through necessary accommodations where required, shall have the opportunity to participate fully in all school programs and activities.
A student’s disability may prevent him/her from eating meals prepared for the general school population in some cases.
Substitutions to the regular meal will be made for students who are unable to eat school meals because of their disabilities when that need is certified in writing by a physician. Meal service shall be provided in the most integrated setting appropriate to the needs of the student with this disability.
The licensed physician’s statement shall specifically describe:
- The nature of the student’s disability;
- The reason the disability prevents the student from eating the regular school meals;

The District, in compliance with USDA Child Nutrition Division guidelines, will provide substitute meals to food-allergic students based on the physician’s signed statement.
MEDICATION POLICY
MEDICATION POLICY (Prescription and Non-prescription)
Parents are urged to give medications at home and on a schedule other than school hours when possible. Medication may be administered at school when documented by a physician.
Please review the medication authorization forms located on the Nursing Services District website and complete the required form(s). The State of Michigan requires a parent/guardian signature AND a licensed healthcare provider signature on a Medication Authorization Form for all medications administered at school. This includes prescription and over-the-counter medications, whether they are daily, as needed, or for emergency use. Any changes must be in writing by the prescriber.
All medications must be stored in the office. Unused medications must be claimed by the parents at the end of the school year, or they will be discarded.
MEDICAL RECORDS
MEDICAL RECORDS

BOARD POLICIES FOR DISCIPLINE
BOARD POLICIES FOR DISCIPLINE
The Rockford Board of Education does hereby establish the following categories of misbehavior which may result in suspension or expulsion from school of any student regardless of age or placement under its jurisdiction.
IN-SCHOOL or OUT-OF-SCHOOL SUSPENSION:
This type of discipline will be used for behavior that is either repetitive with no positive change or for offenses that would be considered MAJOR in degree. Repetition of major offenses may result in an increase of punishment. Note that "In-School Suspension" is an option for the principal and may or may not be assigned depending on the situation. The principal may also utilize available school personnel for assistance, such as social workers, psychologists, etc.
The disciplinary action identified for the various types of unacceptable behavior enumerated in the student disciplinary code of conduct states a range of disciplinary actions which may be imposed. STUDENT DISCIPLINE
STUDENT DISCIPLINE
The Board acknowledges that conduct is closely related to learning and that an effective instructional program requires an orderly school environment which is, in part, reflected in the behavior of students.
The Board believes that the best discipline is self-imposed and that students should learn to assume responsibility for their behavior and the consequences of their actions.
The Board shall require each student of the District to adhere to the Code of Conduct promulgated by the administration and to submit to such disciplinary measures as are appropriately assigned for infraction of those rules. Such rules shall require that students:
- Conform to reasonable standards of socially acceptable behavior;
- Respect the person and property of others;
- Preserve the degree of order necessary to the educational program in which they are engaged;
- Respect the rights of others;
- Obey constituted authority and respond to those who hold that authority.
The Superintendent shall promulgate administrative guidelines for student conduct which carry out the purposes of this policy and:
- Are not arbitrary but bear a reasonable relationship to the need to maintain a school environment conducive to learning;
- Do not discriminate among students;
- Do not demean students;
- Do not violate any individual rights constitutionally guaranteed to students.
The Superintendent shall designate sanctions, excluding corporal punishment, for the infractions of rules which shall:
- Relate in kind and degree to the infraction;
- Help the student learn to take responsibility for his/her actions;
- Be directed, where possible, to reduce the effects of any harm that may have been caused by the student's misconduct.
The Board shall attempt to provide, as resources permit, alternative programs and activities for disruptive students as a means to prevent or reduce discipline problems. In planning such programs, the Superintendent shall include procedures that ensure cooperation with those community agencies and organizations that can provide assistance to such students.
The Superintendent shall publish to all students the rules of the District regarding student conduct, the sanctions that may be imposed for breach of those rules, and the due process procedures that will be followed in administering the Code of Conduct.
The Principal shall have the authority to assign discipline to students, subject to District administrative guidelines and the student's due process right to notice, hearing, and appeal.
Professional staff members and other District employees having authority over students shall have the authority to take such means as may be necessary to control the disorderly conduct of students in all situations and in all places where such students are within the jurisdiction of the Board and when such conduct interferes with the educational program of the schools or threatens the health and safety of others.
SEXUAL HARASSMENT
SEXUAL HARASSMENT
SECTION 1. POLICY STATEMENT
The Rockford Public Schools' policy prohibits sexual harassment of students. Sexual harassment of students disrupts the educational process and interferes with this District's commitment to provide a stable learning environment to its students. All students are expected to conduct themselves with respect for the dignity of others. The Rockford Public Schools, because of its desire to prevent and prohibit sexual harassment of its students, adopts this policy to give notice that sexual harassment of students is wrong and will not be tolerated by this District.
SECTION 2. DEFINITION OF SEXUAL HARASSMENT
Sexual harassment includes but is not limited to, any unwelcome or unwanted sexual advances, requests for sexual favors, or other verbal, written, or physical conduct of a sexual nature that is severe, pervasive, or objectively offensive to the student and/or has the purpose or effect of substantially interfering with a student's educational environment. Such conduct or communications may be illegal and will subject students to appropriate corrective action, including discipline, when such conduct or communication has the purpose or effect of substantially interfering with the student's education or creating an intimidating, hostile, or offensive educational environment.
Sexual harassment of students may take many forms. Examples of conduct prohibited by this policy include but are not limited to the following:
- Verbal harassment or abuse of a sexual nature;
- Pressure for sexual activity;
- Repeated remarks with sexual or demeaning sex or gender-based implications to students;
- Unwelcome touching of a sexual nature
- Suggestions or demands of sexual involvement or harassment that are accompanied by implicit or explicit threats or coercion
- Sexual name-calling, gestures, jokes, and spreading of sexual or gender-based rumors about students
Full details regarding reports of sexual harassment may be found in RPS Board Policy 1662 and 2266 at www.rockfordschools.org.
SECTION 3. REPORTS OF SEXUAL HARASSMENT
The District encourages any student who believes he or she has been subjected to sexual harassment to report his/her concerns directly to any building principal or guidance counselor. Complaints or reports of sexual harassment shall be handled as confidentially as possible. However, in certain circumstances, the District may be required by the Child Protection Law to report child sexual abuse to the Department of Social Services or other designated law enforcement agency.
All reports or complaints of sexual harassment will be promptly investigated by appropriate District representatives. Any student who violates this policy will be subject to appropriate corrective action, including suspension or expulsion.
The District prohibits retaliation against students who file or make such complaints. Filing acomplaint or otherwise reporting sexual harassment will not reflect upon an individual's status nor will it affect a student's grades or work assignments. However, the District will take appropriate action if it finds that a student has deliberately filed a false complaint.
Full details regarding reports of sexual harassment may be found in RPS Board Policy 1662 at www.rockfordschools.org.
